The
public is reminded that the draft Satellite Ground Station Policy is currently
out for consultation and is available at: www.sainthelena.gov.sh/government/public-consultation/. The deadline for
comments has been extended to Monday, 13 January 2020.
SHG is
developing the Satellite Ground Station Policy for the licencing of Permanent
Earth Stations (PES) and Receive Only Earth Stations (ROES) on-Island.
The
Licencing Requirements outlined within the draft Policy are not
planned to apply to small satellite receivers for domestic use, VSATs, nor
antennas on moving platforms of any type. There are also other proposed
exemptions.
The
Licencing Requirements outlined within the draft Policy are
planned to apply to commercial and non-commercial ground station activities and
amateur VHF radio users, amongst other applications. If you are an existing
licence holder or potential licence holder, we are particularly keen to hear
your views on the draft Policy.
A
presentation on the draft Policy will take place on Wednesday, 8 January 2020,
from 3-4pm in the Council Chamber at the Castle.

Further
to the advert on Residential Development Sites for Sale in the Sapper Way area,
St Paul’s, the public is advised that, owing to boundary issues with Plot 631
within the Scotland registration section, this plot will now be withdrawn from
tender.
Plot
631 is being re-tendered with modified details with a later closing date of 12
noon GMT on Friday, 31 January 2020.
The
other land tenders for plots 627 and 628 remain unaffected and the closing date
for these will remain as 12 noon GMT on Friday, 17 January 2020.
Revised
tender details for Plot 631 are available to collect from The Castle Reception.

Prince Andrew School (PAS) held their Annual
Certificate & Awards Presentation yesterday, Wednesday 11 December 2019.
Invited guests, including His Excellency Dr Philip
Rushbrook and Mrs Rushbrook, along with parents, teachers, and students took
their seats in the school hall at 10am.
In her opening speech, PAS Headteacher, Penny Bowers,
focused on the importance and value of time. She gave history, facts, and
breakdowns of how much time is spent in compulsory schooling. In closing, she
said:
“I am asking you to invest in your time wisely, so
that in one year’s time, or two years, or however long it takes you to get to
the point where we are today, you do not have any regrets. The clock is
running, so all students, all learners, whoever you may be, make the most of
today.”
Governor Rushbrook made the first presentation of the
day which was to students who had achieved certificates in General Certificate
of Secondary Education (GCSE), Vocational Related Qualifications (VRQ),
Advanced Subsidiary (AS) and Advanced Level (A Level). Students achieving these
awards were the former Year 11 class (GCSE and VRQ), Year 12 class (AS), and
Year 13 class (A Level) of PAS.

A further presentation was made by Director of
Education, Wendy Benjamin, and Teacher Trainer, Frazer Stone, to staff members
who had achieved passes in their respective Cambridge Teaching & Learning
courses.
Student President, Colby Thomas, then gave a vote of
thanks where he paid tribute to teachers, parents, and others who have helped
students to achieve their goals. He finished with a quote by Rita Pierson:
“Every child deserves a champion – an adult who will
never give up on them, who understands the power of connection and insists that
they become the best that they can possibly be. I can definitely say that PAS
has many of these champions to offer.”
Closing remarks were given by the Director of
Education who chose to focus on two lines of the PAS song: ‘We are the
future, yes we all are the future of our Island. We will endeavor, make our
mark strong as ever on our Island’. Wendy spoke about the truth behind
these words – that all students in attendance are the future of St Helena and
that they, in some way or another, will make their mark.
The ceremony rounded off with the singing of the PAS
song, with music played by the school band (on acoustics due to the loss of
electricity). Invited guests, parents, teachers and awardees then enjoyed
refreshments in the Foyer.
Head Teacher, Penny Bowers, concluded:
“We are very proud of all students who worked hard and
achieved their qualifications. We are also pleased that just over a third of
them have decided to return to Sixth Form at PAS. This shows the hard work and
dedication that they put into their studies, and the staff at PAS wish them
well in the next stage of their journey.
“I would like to thank the staff at PAS for all their
hard work and dedication in ensuring that all students receive the best
education they can, to the parents for their continuing support, and most of
all to the students – well done for working hard. We hope you will go on to
work hard in whatever you plan to do next.”
Over the past week there has been a slight decrease
in stored water on the Island, with volumes currently at 38%. At this time of
year we would expect stored water levels to be above 85% which would then
provide sufficient reserves for the Summer consumption.
Despite
some recent rainfall, the surface water runoff has not increased which means
that very little or no surface water is entering the Island’s reservoirs. Additionally,
daily water consumption remains above the rate required to sustain a safe level
of stored water on the Island.
Isolated
showers are forecast for the coming days, but this will not be enough to make
much difference to reservoir levels. At least two weeks of continuous
meaningful rainfall is needed to make a positive difference.
It might appear that the reservoirs aren’t
suffering – for instance people will see at Scott’s Mill that the reservoir is
above 55% full most of the time. However, the public should note that this is
due to water being pumped daily from Hutt’s Gate and Chubb’s Spring. The
majority of the water in the Red Hill Zone is in the Scott’s Mill reservoir. Despite
Connect’s pumping systems working well, it is essential that we all continue to
reduce our water consumption.
The public is reminded that we are currently under an Island-wide hosepipe ban. If you see anyone using water irresponsibly or notice a burst pipe or leak, then please inform Connect immediately.

The
Roads Section is pleased to advise that works to repair the retaining wall on
Ladder Hill Road have progressed really well and, as a result, the Road will
re-open to the public at 3pm this afternoon. Ladder Hill Road will not be
closed tomorrow, Thursday 12 December 2019, as previously announced.

Today,
Tuesday 10 December 2019, is Human Rights Day – the day (in 1948) the United
Nations General Assembly adopted the ‘Universal Declaration of Human Rights’: a document proclaiming the rights which everyone is
inherently entitled to as a human being, regardless of race, colour, religion,
sex, language, political or other opinion, national or social origin, property,
birth or other status. This year’s theme is: ‘Youth Standing Up for Human
Rights’.
In St
Helena’s Constitution there is a chapter that sets out important Human Rights
on St Helena, other Rights are found in our Laws. There are 16 Rights in St
Helena’s Constitution.
HE
Governor, Dr Philip Rushbrook, commented:
“The Declaration on Human Rights has
shaped the lives we live today. These are important for each and every one of
us. They seek to protect the vulnerable and ensure we can all participate in
society. Today is the time to recognise all who promote and support the rights
of others on St Helena, Ascension and Tristan da Cunha – the St Helena Equality
& Human Rights Commission (EHRC), the Public Solicitor and his team, Island
Councillors in their constituency work, the Children & Adults Social Care
Directorate, and the many other people across the public service in all three
Islands.”
The role
of the EHRC is to empower people to resolve their disputes and to shape law and
policy, advocate for change and work closely with a range of partners to create
a fairer society, preventing similar problems for others who feel marginalised,
excluded and discriminated against.
CEO of
the EHRC, Catherine Turner, added:
“The Universal
Declaration of Human Rights empowers us all. Its principles are as relevant
today as they were in 1948. We need to stand up for our own Rights and those of
others. We can take action in our own daily lives to uphold the Rights that
protect us. Human Rights are at the heart of the successful development of St
Helena; human dignity, mutual respect and equal access to the opportunities
development may bring will benefit everyone on the Island.”

tomorrow, Wednesday, 11, and Thursday, 12 December 2019, from 9am to 3pm. This
closure is to enable the Roads Section to continue repair works to the
retaining wall on Ladder Hill Road.
During
this closure, Shy Road will also be closed to pedestrians and vehicular
traffic. Persons wishing to travel in and out of Jamestown during this time
must travel across country and via Side Path Road or Constitution Hill Road.
Appropriate
signage will be in place and, as normal, only Emergency Services will be
granted access.
