  • St Helena Water Situation Remains Critical

    CONSUMPTION MUST DECREASE

    The Island is currently experiencing hot sunny weather conditions with little to no rainfall resulting in a lack of surface flow. The majority of the Island’s water stocks are being retrieved from boreholes.

    Consumption remains a big issue with rates rising above the 1000 cubic metre mark for the majority of days during the past week.

    If daily consumption rates of above 1000 cubic metres continue and the stored water volume subsequently continues to decrease, further Island-wide water restrictions will be imposed.

    Connect Saint Helena (CSH) are continuing to pump water from boreholes into Red Hill via Chubb’s Spring and Hutt’s Gate and this is currently representing over 50% of the stored water stocks. If for any reason pumping was unable to continue, and consumption levels remain above the needed target, the Island would very quickly run out of stored water.

    This is further hampered by St Helena’s current weather with more sunny days forecast and the possibility of only light isolated showers – insufficient to replenish water stocks.

    With warm weather patterns and no significant rainfall forecast, it is therefore very important that we keep our water consumption to essential use only.

    The public is reminded that we are currently under an Island-wide hosepipe ban. If you see anyone using water irresponsibly or notice a burst pipe or leak, then please inform CSH immediately.

  • Nominations for Bye-Election 2019

    JUST OVER ONE WEEK LEFT TO NOMINATE

    The deadline for submission of nominations for the 2019 Bye-Election to fill the vacant seat on Legislative Council is at noon on Wednesday, 13 November 2019.

    Remember, anyone can stand for election if they are 21 years of age or over and are on the Register of Electors published in an Extraordinary St Helena Government Gazette on 18 October 2019.

    Nomination forms can be obtained from the Castle Reception, Customer Services Centre and the Public Library in Jamestown or from Returning Officer, Carol George, or Assistant Returning Officers, Gillian Francis or Anita Legg, at the Castle. Forms can also be downloaded from the SHG website.

    Candidates should ensure that they have included all of the following when submitting their Nomination:

    • Full name and signature of the Candidate
    • Full names and signatures of two Sponsors witnessed by the Returning Officer, an Assistant Returning Officer, or a Justice of the Peace
    • Full names and signatures of five Supporters witnessed by anyone on the Register of Electors dated 18 October 2019

    As there is only one vacant seat on Legislative Council, Sponsors and Supporters can only sponsor or support one candidate.

    Completed Nomination Forms should be submitted to the Returning Officer, Carol George, at the Castle by no later than the above deadline. Any nomination forms submitted after noon on 13 November cannot be accepted.

    If more than one valid Nomination is received St Helena will go to the Polls.

    Polling Day has been set for Wednesday, 27 November 2019.

  • Motivational Approaches Training for Health Directorate

    A team from the Centre for Health and Behaviour at the University of Stirling in Scotland is currently on-Island delivering a Motivation, Action, Prompt Health professional training programme to staff within the Health Directorate.

    The aim of the training is to upscale the Health Directorate’s local capacities in providing preventive care to reduce the chronic disease risk factors on the Island.

    Delivered by Dr Wendy Maltinsky and Dr Vivien Swanson, the cross-Directorate initiative involves various acute and primary Health Service delivery staff assisting them in engaging with patients to motivate and support individual behaviour change. This builds on the initial brief interventions training some staff have had previously.

    Acting Director of Health, Dr Kamar Tanyan, commented:

    “This motivational training is a step forward in our approach to tackle the burden of chronic diseases on St Helena. It has been designed remotely by Dr Maltinsky and Dr Swanson, in active collaboration and with input from our healthcare professionals across the Directorate. The training is being very well received by all and will make a difference in our daily practice.”

    The training is being delivered through interactive and practical sessions.

    St Helena residents face several challenges to health and well-being. The University of Stirling Escalator Fund and the Burdett Trust fund are supporting co-development, delivery, and evaluation of a health behaviour change training and mentoring support programme to support St Helena health and social care practitioners in their efforts to address these challenges.

    The training is a partnership project between the University of Stirling and the St Helena Health Directorate.

  • Festival of Running Triathlon Event

    BOAT OWNERS ASKED TO KEEP THEIR BOATS CLEAR OF RUPERT’S JETTY

    The following is a Public Announcement from Port Control:

    Boat owners are asked to keep their boats clear of the Rupert’s Jetty area from 4pm onwards tomorrow, Wednesday 6 November 2019, in preparation for the Festival of Running’s Triathlon event taking place at 5pm.

    Prior to the event start, and during the time that competitors will be in the water at Rupert’s, all unauthorised vessels will need to remain clear of the area in the interest of health and safety.

    Once all swimmers are out of the water, and the swimming phase of the event is complete, the area will reopen to boat owners.

    Port Control thanks the maritime public for their cooperation and wishes competitors the best of luck for tomorrow’s event.

  • Minimum Wage Public Consultation – Reminder

    The public is reminded that St Helena Government (SHG) is currently consulting on an increase to the Minimum Wage from 1 April 2020. Those wishing to respond to this consultation have up until 4pm on Monday, 18 November 2019, to do so. 

    Minimum Wage

    The Minimum Wage per hour is currently £3.13 (for persons over 18) and £2.18 (for persons aged 16 or 17).

    The Employment Rights Committee is consulting on three options for this period of consultation on an increase to the Minimum Wage from 1 April 2020:

    1. An increase of 9p (2.9%) to £3.22 for persons over 18

    This is a 0% real increase in the Minimum Wage as the increase is in line with inflation. The Minimum Wage for persons aged 16 or 17 would also increase by 9p to £2.27.

    • An increase of 5p (1.6%) to £3.18 for persons over 18.

    This is a -1.3% real change in the Minimum Wage, after inflation is taken into account. The Minimum Wage for persons aged 16 or 17 would also increase by 5p to £2.23.

    • No increase

    This is a -2.9% real change in the Minimum Wage as there is no increase to keep in line with inflation.

  • Marco Yon Passes Business Continuity Course With UK Emergency Planning College

    Deputy Emergency Planning Manager, Marco Yon, has recently returned to the Island having participated in and Passed with Merit a Business Continuity course with the UK Emergency Planning College.

    Business Continuity is an organisation’s capacity to continue to deliver its products or services at acceptable standards following a disruptive incident.

    The Course is run by international organisation and world leader in Business Continuity matters, the Business Continuity Institute (BCI). The course was instructor led and is based on the BCI Good Practice Guidelines 2018 Edition with a two hour examination on the final day.

    Having passed the course Marco has also been awarded the certified membership grade of Certificate of the Business Continuity Institute (CBCI).

    For further development in this field, Marco will carry out live Business Continuity projects within SHG and submit this work to the BCI for assessment and audit.

    Marco commented:

    “This training has provided me with a platform from which to contribute to Business Continuity work within SHG and I am looking forward to utilising the knowledge gained to help to implement a Business Continuity Management System which will enhance resilience in SHG’s products and its services.”

  • Remembrance Sunday 2019


    All persons wishing to take part in the Divine Service are asked to assemble at the Cenotaph by no later than 10.40am.

    Remembrance Sunday falls on 10 November 2019. On that day The Right Reverend Lord Bishop of St Helena Dale Bowers will conduct a Divine Service at the Cenotaph. His Excellency the Governor will attend.


    It is on this day that we not only remember with gratitude those persons who fought and lost their lives in the violence of War but we also honour and pay tribute to those who served and survived these Wars.


    A special place will be reserved at the Cenotaph for serving and ex-servicemen and women and also those who served on the old RMS St Helena during the 1982 Falklands War. It is hoped that many will attend the Service.


    There will be a First Aid Station on the deck at Donny’s and those participating in the parade including spectators are welcome to make use of these facilities if required. You are also reminded to stay hydrated and drink plenty of water before and during the Service.

  • Comprehensive Development Area at Bunkers Hill given go ahead

    Executive Council has agreed to transfer Crown Estate land at Bunkers Hill to Nigel George Construction & Plant Hire for the development of approximately 146 serviced plots to be made available for sale to Resident First Time Buyers, Residents and Residents and/or Investors, subject to planning permission being granted.

    The land at Bunkers Hill which totals approximately 50 acres is earmarked in the Land Development Control Plan as a Comprehensive Development Area (CDA).

    There are a number of positives arising from the transfer of this land to the private sector including:

    • Providing an opportunity to support affordable housing
    • Promoting economic development
    • Making housing plots available to local residents and investors
    • Providing much needed social housing

    Developing the area will also stimulate the availability of residential development and support first time house builders.

    Council acknowledged that this was a really good initiative from a local developer which should drive the economy and construction sector on the Island forward.

    Members also encourage other entities to bring forward ideas for development.

  • Road Closure – New Bridge Pond To Estcourt Gardens

    The following is a Public Announcement from the Infrastructure & Transport Directorate:

    The Highways Authority has given approval for the road from New Bridge Pond to Estcourt Gardens to be closed from 1pm to 3pm on Wednesday, 6 November 2019.

    This closure is to allow the Roads Section and Rock Guards to remove an unstable bank adjacent to the main road in this area.

    While the road is closed, the diversion route will be via Side Path Road and only emergency services will be granted access.

    The public is thanked in advance for their continued support and understanding.

  • Remembrance Sunday – Road And Parking Spaces Closure

    The public is advised that the Highways Authority has given approval for the road and area surrounding the Cenotaph to Donny’s Place, and five parking spaces in front of the Court House, to be closed on the morning of Sunday, 10 November 2019, in order for the Remembrance Sunday Service to take place.

    The road and area surrounding the Cenotaph as well as the parking spaces in front of the Court House will be closed from 3am on Sunday, 10 November, until the service has been concluded.

    Appropriate signs will be in place and the public is thanked in advance for their cooperation.
