  • ST HELENA BEAT SURGERIES

    As part of their Neighbourhood Policing Programme, St Helena Police Officers will continue their ‘Beat Surgeries’ in various places around the Island over the coming months.

    These surgeries are designed to take place in busy areas where it is easier for more people to attend. Members of the public are encouraged to use these surgeries to raise any concerns or issues affecting them, or to report crimes or give information on any offences or offenders. Police will also be available for community engagement, consultation, help and advice.

  • ST HELENA POLICE ROADSHOW ON CONDUCTED ENERGY DEVICES – REMINDER

    The following is a public announcement from the Police Directorate:

    All trained and accredited St Helena Police Officers are now carrying a Conducted Energy Device (CED) commonly known as a Taser.

     To raise awareness and educate the public on the carrying and use of CEDs by St Helena Police, Officers are carrying out a Roadshow in May and June to provide further information.   • ADVICE FROM THE HEALTH DIRECTORATE – RECOMMENDED DRINKS TO KEEP YOU HYDRATED

    Current hot weather conditions on St Helena mean that it is important for us to keep our bodies hydrated more than normal.

    If we don’t consume enough fluids, over time the body will become dehydrated. When the body becomes dehydrated, there are negative effects on mental and physical function and these become more severe as dehydration gets worse. Symptoms of mild dehydration include a dry mouth, headaches, poor concentration and, if standing for long periods, fainting, which could result in concussion and possible head injury.

    The Health Directorate recommends the following drink options to keep you hydrated:

    Still Water our bodies are made up of 70% water and water helps the brain and body function well. Water should make up the biggest portion of your daily liquids.

    Best option for something sweet – swap to a sugar-free drink (mixer juice, cool drinks, flavoured waters)

    Second-best sweet option if you want to drink some fruit juice, dilute it with water half and half. Limit the consumption to a couple of times a week at most or otherwise have sugar-free drinks or water.

    With St Helena’s Day fast approaching and another potentially hot day of traditional events ahead of us, it is important to remember to stay hydrated, especially when parading. Drink plenty of recommended fluids before attending the day and take fluids with you to consume throughout the parade. You might want to leave a drink with family, friends or a group organiser. Adults should avoid consuming alcohol when exposed to heat or standing for long periods of time.

  • SAFEGUARDING DIRECTORATE CHANGES NAME TO CHILDREN & ADULTS SOCIAL CARE

    From Saturday, 1 June 2019, St Helena Government’s (SHG) Safeguarding Directorate will become the Children & Adults Social Care Directorate.

    Director Tracy Poole-Nandy explains the reason for the change:

    “Safeguarding is everyone’s responsibility and it cuts across several SHG directorates. We have therefore decided to change the name of the Safeguarding Directorate to Children & Adults Social Care Directorate as it better reflects our vision of ‘working together to promote the wellbeing and safety of vulnerable children and adults in the community of St Helena’.

    “The safety of children, young people, and vulnerable adults, is of paramount importance to the services and support we provide and when people see the name of our directorate this is what we want them to recognise.”

    The change in name has received a positive response from the Social Community & Development Committee and arrangements will now be made to formally adopt the new directorate name.

  • ‘WHAT DO YOU THINK ABOUT SHG INFORMATION?’ – PUBLIC OPINION SURVEY RESULTS NOW AVAILABLE

    Headlines:

    • 160 people responded to the survey
    • 55% of respondents were aged between 36 and 59 years
    • The majority of respondents (39%) were very interested in news from SHG
    • 90% of respondents were interested in SHG Public Announcements like Road Closures and Sea Conditions
    • Respondents wanted to hear more on Airport movements, general good news stories on-Island, updates on project spending and Aid spending and new arrivals to the Island
    • 84% of respondents were interested in SHG news to keep up-to-date with what’s happening in Government
    • The majority of respondents generally trust SHG news
    • Reasons given for not trusting SHG news included news being unreliable, often weeks old and not enough information being given
    • 41% of respondents felt that information from SHG was issued in a fairly timely manner
    • SHG’s messages have some impact on people’s personal and professional lives for various reasons including in decision making, keeping up to date with what’s happening in SHG and being aware of local affairs
    • Reasons why respondents were interested in SHG news included to ensure their future plans are the right decisions, because they would love to visit and stay on St Helena, and to learn about progress
    • News, respondents wanted to hear about that they don’t yet receive from SHG included more information on progress following announcements, feedback and reports from all official overseas visits and Police reports
    • Suggestions for making SHG information easier to understand included more videos and online content, using layman’s terms so the man on the street can understand and keeping releases simple

    St Helena Government (SHG) has today published the results of their Public Opinion Survey 2019. The report is available on the SHG website here: https://www.sainthelena.gov.sh/publications/

    This is the first survey of this kind to be conducted by SHG in recent years and results will be used by the organisation to improve its external communications work going forward to ensure that the public get the information they need, in a format they understand and through a channel they are comfortable to use.

    Head of News Kerisha Yon said:

    “Thank you to all who took part in the recent Public Opinion Survey. The results have provided us with valuable data on how we can improve the way we communicate with our various audiences. The comments made were particularly insightful and very useful in recommending how we might improve.

     “We will now develop an action plan to take account of the public opinion survey results and hopefully people will start to see an improvement in our communication output over the coming months.”

    The SHG Public Opinion Survey ran between 28 February and 21 March 2019 to gather people’s views on what they think about the information provided to them by Government. Survey questions asked how do you receive Government news now, how would you like to receive news going forward, what would you like us to tell you about and how can we make our information better for you to understand.

  • DR PHILIP RUSHBROOK SWORN IN AS GOVERNOR OF ST HELENA, ASCENSION ISLAND AND TRISTAN DA CUNHA

    Today, Saturday 11 May 2019, Dr Philip Rushbrook arrived to take up his role as the Territory’s 69th Governor and the first to arrive by air. Dr Rushbrook, accompanied by his wife, Mrs Rushbrook, was sworn in this afternoon, just after 4pm, on the Supreme Court Terrace in Jamestown. The Chief Secretary, Mrs Susan O’Bey, read the Royal Commission and the Sheriff of St Helena, Mrs Ethel Yon OBE, administered the Oaths of Office and gave the Address of Welcome.

    The traditional ceremony included music from the Combined Brass Band and an inspection by His Excellency of delegations from the St Helena Police Force, schoolchildren, Customs Officers, Nurses, Scouts, Cubs and Beavers, Girl Guides, Brownies and Rainbows, Pathfinders, Religious Organisations and the Fire and Sea Rescue Services. The Rt. Revd. The Lord Bishop of St Helena, Dale Bowers MBE, gave a prayer and a blessing, followed by His Excellency receiving the salute.

    In his Inauguration Address, His Excellency commented:

    I am deeply privileged and excited to become the Governor of St Helena, Ascension and Tristan da Cunha – three unique and precious British territories in the South Atlantic. It is an honour to serve Her Majesty and to serve you. St Helena is the new home for my wife, Janis, and I and we look forward to being active members of the community on this jewel of an island.

    Reflecting on his work preparing to take up the office of Governor, including meetings with Islanders, His Excellency acknowledged the ‘universal desire to see the territories develop socially and economically’ and the Islanders’ ‘powerful sense of mission to build partnerships and improve the opportunities for their islands to become more prosperous and contented places in which to live and work’.

    For St Helena, His Excellency endorsed the Economic Development Investment Programme funded by the UK and promised ‘achieving better connections to the outside world through wider air access and delivering the internet potential of a marine cable’ would be matters receiving his constant attention; for Ascen

    sion Island to support ‘the runway work started and […] make this period of uncertainty as short as possible’ and, for Tristan da Cunha to ‘protect its pristine status whilst maintaining its ability to diversify the economy and increase income from sustainable fishing’.

    His Excellency then proceeded to The Castle where he was introduced to dignitaries and members of the public followed by light refreshments.

  • ECONOMIC DEVELOPMENT INVESTMENT PROGRAMME – NEXT STEPS

    The agreement of a multi-year Economic Development Investment Programme between St Helena Government (SHG) and the UK Government (UKG) aims to grow the Island’s future economic prosperity and is positive news for the Island.

    A Steering Group of key stakeholders (consisting of SHG officials, DFID and Councillors) will be created to ensure that:

    (1)  A Compact is agreed that sets out the shared objectives and commitments between UKG and SHG and provides the foundations for a new relationship based on greater mutual accountability.  The intention is for this new Compact to help govern UKG’s overall funding to St Helena.

    And

    (2) St Helena benefits from this considerable funding investment of £30m to improve the Island’s infrastructure over the next six years.  Investment in critical infrastructure on the Island is needed for economic development and expansion of the private sector.

    SHG is committed to drive forward on some ‘quick win’ projects which expect to begin implementation this year.  However, before moving into the implementation phase, SHG needs to ensure that the projects are a priority for the Island and contribute to the economy or unlock investment opportunities. The Steering Group will help prioritise the investment options.  Project implementation will commence as soon as possible, and the public will be kept informed of progress.

     Future Year Projects

    The demand for delivery outweighs the funds available, so each project will be assessed on their own merit and will be filtered through a series of evaluation criterion relating to economic development. The prioritisation criteria will assess the alignment to the 10-year plan and strategic objectives as well as assessing which projects can deliver the greatest economic benefits for the Island. The evaluation for future year projects is expected to commence from June 2019.

    Notes to Editors

    The UK Government has committed up to £30m to improve St Helena’s infrastructure over the next six years (2019/20-2024/25), £15m of which is committed over the next three years (2019/20-2021/22), and £15m which is indicatively planned for the subsequent three years (2022/23- 2024/25) subject to a review to be undertaken at the halfway stage of the implementation, to consider progress and assess value for money.

    Both SHG and UKG will work together to maximise the impact of this programme. This will include jointly agreeing key on-Island reforms which will promote investment opportunities, build a stronger investment climate and a more resilient infrastructure base whilst preserving and promoting what makes St Helena unique.

  • EXCO REPORT – THURSDAY 9 MAY 2019

    Executive Council met today to consider the recommendations arising from a review of the current and future legislative, policy and operational provisions for the conservation and enhancement of St Helena’s historic environment.

    There are five key recommendations highlighted in the review which are:

    1. The drafting of a National Heritage Strategy for St Helena
    2. The establishment of a representative group of those engaged in the Heritage Sector to work together within a regular forum under a common Terms of Reference
    3. To identify finances to allow the completion, consultation and validation of the Historical Environment Record (HER)
    4. To address the resource gap needs and work towards enhancing Government’s responsibilities for strategic management and oversight for the protection, conservation and enhancement of the Island’s historic landscape
    5. To establish a Heritage Grant Scheme to be launched in association with the publication of the HER as the Island’s statutory list.

    In considering the recommendations, Members acknowledged the commitment of the subcommittee, established by the Environment and Natural Resources Committee, in producing this most welcome and significant piece of work. It was noted that funding would need to be identified to support the recommendations, and options to obtain finance would be taken forward by the Environment, Natural Resources and Planning Directorate.  Members were happy to endorse the Review subject to the recommendations and associated actions being properly costed, appraised and prioritised through the MTEF process.

    Under the Closed Agenda, Members considered a proposal to amend the Immigration Regulations to allow people to apply for Long Term and Short Term Entry Permits whilst present on St Helena. This means that people working on the Island would not need to go offshore to apply for such permits as per the current legal requirement. In discussing this issue, Members noted that the proposed amendment would not make entry requirements for getting a permit easier or change them in any way. Rather, it would significantly reduce bureaucracy, unnecessary costs incurred by employers and employees, and would support private sector development on the Island.

    Members were content to recommend to the Acting Governor that the draft Immigration (Amendment) Regulations, 2019, be approved, subject to ensuring that appropriate processes were in place to deal with issues which may arise as a result of the change.

  • SUCCESSFUL FIRST EVER TEACHING & LEARNING CONFERENCE

    The Education Directorate yesterday, Wednesday 8 May 2019, held their first ever Teaching & Learning Conference at Prince Andrew School (PAS).

    A large crowd gathered in the PAS foyer for the start of the conference at 8.45am. All were asked to take a seat in the Main Hall where Teacher Training Advisor, Garry Cameron, welcomed guests and gave updates on the programme and structure of the conference. Garry then congratulated Wendy Benjamin who was recently appointed as the new Director of Education before inviting her to address the audience.

    Wendy said:

    “I am proud to stand here today and welcome you all to our very first Teaching & Learning Conference. Teaching and learning is very much a part of our daily lives and very often we forget the extent to which we are continuously involved in this process. No matter who we are or what we do, teaching and learning has played, and will continue to play, a vital role in our lives.”

    The Director’s words were echoed by the Chairman of the Education Committee, Councillor Christine Scipio, who said:

    “To make teaching and learning a success, we must all work together with the same destination in mind – a community that values education and an education system that allows everyone to achieve their full potential.”

    Garry then took the mic again as the day’s first Keynote Speaker where he spoke about the theme of the conference – ‘Unlocking Potential Through Learning Today’. He spoke about ways to unlock potential, how this can be achieved, and explored a range of approaches and possibilities to translate words into action. He stressed that the focus of the day was, as always, the children and young people of St Helena.

    The crowd then split for the day’s first Learning Session, where participants attended the first of their three chosen workshops. Workshops, eleven in total, focussed on different teaching and learning techniques from a wide range of facilitators including teachers, teacher trainees, health professionals, police officers, Safeguarding staff, and the Saint Helena National Trust. All the sessions included interactive activities and looked at the various strategies in place to support children and young people achieve their potential whether academic or vocational.

    The second Keynote Speaker saw Head of Inclusion, Lolly Young, speak about the importance of inclusion. She shared success stories of young people achieving and attaining despite experiencing difficult circumstances in their lives. Lolly highlighted stories of young people who had been reintegrated successfully back into mainstream schooling. She praised the multi-agency work that has taken place and spoke about the importance of working together with parents and the community to support young people with learning and life.

    The afternoon session gave parents the chance to share their perspective on supporting children and young people to unlock their true potential. This was later followed by an opportunity to hear from some of the Island’s schoolchildren on why schools exist and what their best school would be like. Student Council President, Isaac Greentree, shared a learner perspective on learning today and thoughts from PAS students on the type of school they would like that would help to unlock their potential. Isaac praised the work of teachers and other professionals for the opportunities they provided for young people on St Helena.

    Closing remarks were given by the Director of Education following the day’s events.

    The conference then took time to celebrate the success of staff within the Education Directorate during an award presentation.

    There were performances throughout the day from the Island’s three Primary Schools who displayed their creative talents and even involved members of the audience in a dance they had learned called ‘The Flying Scotsman’.

    A ‘Graffiti Wall’ set up in the Main Hall gave those attending the conference a chance to comment and feedback on what they thought of the day’s events and will help with the planning of the next Teaching & Learning Conference.

     

    One participant commented:

    “This has been a great day with lots on offer. I would like to have attended at least six learning sessions and think the conference should have been spread over two days as there was so much interesting content. It was a busy day with lots to do and see.”

    Reflecting on the day, Wendy said:

    “I felt that the day was a resounding success and I have received much positive feedback. We were spoilt for choice in the various sessions that we could choose from. It was really nice to have presenters from different directorates supporting Education and promoting the importance of teaching and learning. It just goes to show what can be achieved if we work together. A huge well done to Garry and his team!”
