  • GOVERNOR DESIGNATE TO ARRIVE ON SATURDAY

    The Governor Designate of St Helena, Ascension Island and Tristan da Cunha, Dr Philip Rushbrook (see photo attached) accompanied by his wife Janis, will arrive at St Helena on Saturday, 11 May 2019.

    The Governor Designate and Mrs Rushbrook will be met on the apron at St Helena Airport by HE the Acting Governor, the Chief Secretary and the Aide de Camp before being greeted in the Airport Business Lounge by The Rt Rev The Lord Bishop of St Helena, the Honourable Speaker, Honourable Deputy Speaker, Honourable Members of Legislative Council, the Sheriff of St Helena and the DFID on-Island Representative.

    The Governor Designate and Mrs Rushbrook will then be taken to Plantation House.

     The Inauguration Ceremony will take place in front of the Supreme Court Terrace, starting at 4pm, when Uniformed Contingents and schoolchildren will be on parade.

    Following the ceremony, His Excellency and Mrs Rushbrook will proceed to the Governor’s Office at the Castle where they will be able to greet Councillors, officials, dignitaries and members of the public.

  • GOVERNOR LISA DEPARTS ST HELENA

    Her Excellency Governor Lisa Honan (see photo attached) and Mr Dave Honan departed St Helena on Saturday, 4 May 2019, at the end of HE’s three-year term in office. Members of the public were able to bid farewell to Governor Lisa in the Governor’s Office on Thursday, 2 May.

    In April, various receptions were held where colleagues and the public wished the Governor and Mr Honan well and where Governor Lisa took the opportunity to thank everyone for their support.

    On Wednesday, 17 April 2019, St Helena Government held a reception at Rosie’s, Ladder Hill, where Chief Secretary Susan O’Bey and Councillor Tony Green commented on Governor Lisa’s achievements during her term in office. Gifts were also presented to the Governor.

    Chief Secretary Susan O’Bey said:

    “Governor Lisa arrived as the 68th Governor for the Island and broke a tradition of a few hundred years by being the first female to take on this role. She was responsible for a few other firsts on St Helena too.”

    Susan then went on to remark on some of these firsts including Governor Lisa’s effort in bringing government closer to its people and being a visible Governor, wanting more Saints to take up roles currently being filled by people abroad, and her commitment to making tourism work for the benefit of all Saints.

     In HE’s farewell statement to the Island and a letter posted on her Facebook page, Governor Lisa said:

    Three years has come round really quickly for me as the Governor of St Helena, Ascension and Tristan da Cunha. A lot has happened in those three years. The ones that first come to my mind are the big changes, such as the air service starting to St Helena and Ascension, the RMS sailing for her last time, managing to get the funding for a fibre optic cable to St Helena, opening the SHG-funded hotel, deciding that St Helena will run its electricity entirely from wind and sun within the next few years, and agreeing a Marine Protected Area for St Helena and Ascension. On Tristan da Cunha a new health facility was also finished.”

     Governor Lisa also mentioned what has been achieved over the last three years during her time in office, including:

    • More openness and transparency of SHG business through more open meetings and real time reporting, more papers published online, Councillors’ ‘Oath of Confidentiality’ overturned, more public engagement through Social Media and more access to the Governor including through a Facebook page
    • Start of the first scheduled commercial air service to St Helena on 14 October 2017
    • Seamless transition of airport operations from Basil Read to St Helena Airport Limited
    • Family Refuge opened and protection orders for women affected by domestic violence introduced
    • Voting age lowered to 17 years
    • Island’s marine resource protected forever in law along with strict environmental legislation to protect biodiversity
    • First same sex marriage following passage of legislation; weddings also permitted anywhere on the Island
    • Funding secured for fibre optic internet cable which will massively improve connectivity.

    St Helena Government extends well wishes to Governor Lisa and Mr Honan in their future endeavours. Governor Designate Dr Philip Rushbrook and Mrs Rushbrook will arrive on Saturday, 11 May 2019. Ahead of the Governor Designate’s arrival, Louise MacMorran will be Acting Governor.

  • PROVISIONAL REGISTER OF ELECTORS TO PUBLISH TOMORROW

    The Provisional Register of Electors will publish tomorrow, Wednesday 8 May 2019.

    Once the Provisional Register is published, eligible persons will then have up until Wednesday, 22 May 2019, to make application to amend the Register.

    Persons who are eligible to have their names entered in the Register may apply to amend the Provisional Register to add or remove their name, remove the name of someone who has died or left the Island or who might be ineligible for inclusion in the Register, change an address or electoral district in which he/she will be allowed to vote or correct any other error. 

    Persons eligible to be registered must:

    • Have St Helenian Status as defined in the Immigration Ordinance, 2011
    • Be 17 years of age or older with St Helena as their ordinary place of residence

     There are some exceptions, such as mental incapacity or someone serving a prison sentence of 12 months or more.

    For information, spouses or life partners who do not have St Helenian Status whose names were included on the Register that was published in July 2017, will be protected by virtue of the transitional provision that was included in the Elections (Amendment) Ordinance, 2017. This protection will remain in place until 30 June 2020 provided that the person concerned continues to comply with the other requirements of the Elections Ordinance.

    Hard copies will also be placed at the following locations:

    • Customer Service Centre, Jamestown
    • Public Library, Jamestown
    • ANRD Offices, Scotland
    • Rural sub Post Offices

    Copies will also be held by the Assistant Registration Officer at the Castle, Jamestown, and the Assistant Registration Officer at the office of the Administrator, Ascension Island.

    Applications using the prescribed form ‘A’ will need to be submitted to the Registration Officer, at the Castle by no later than 4pm on Wednesday, 22 May 2019. Form ‘A’ is available on the SHG website: https://www.sainthelena.gov.sh/forms/ Copies will also be placed at the above locations.

  • TEACHING & LEARNING CONFERENCE

    WEDNESDAY, 8 MAY 2019

    The Education Directorate would like to remind the public that they will be holding their first ever Teaching & Learning Conference at Prince Andrew School tomorrow, Wednesday, 8 May 2019, from 8.45am to 3.45pm.

    The conference will comprise a busy programme with a blend of input, workshops, short presentations, and involvement of children, young people, and parents.

    Throughout the day there will be participation opportunities, including a range of presentations and active learning sessions, exploring the theme of ‘Unlocking Potential Through Learning Today’.

    The programme includes 12 learning sessions facilitated by a range of professionals from Teachers, Teacher Trainees, and the Teacher Training Advisor, to members of the Health, Safeguarding, and Police Directorates, as well as the Saint Helena National Trust.

    Teacher Training Advisor, Garry Cameron, said:

    “Essentially, everyone has a part to play in unlocking the potential, attainment and achievement of children and young people on St Helena. The conference will not provide all the answers but will allow participants to carry out some ‘possibility thinking’ and discuss how this may change practice.” 

    As with any conference, the added value is the opportunity to come together as a community and have conversations about how best to support and develop the Island’s children and young people.

    The conference will also be a celebration of success and acknowledgement of teacher and learner achievements.

    Garry concluded:

    “Parents and other interested members of the community are welcome to attend for the day or just drop in if there are particular items and workshops that they may be interested in attending. 

    “This is the first education conference taking place on St Helena so please come along and support the focus of our efforts – the children and young people of St Helena.”

  • RECYCLING MOVES FORWARD ON ST HELENA WITH NEW COLLECTION SERVICE

    The Waste Management Services (WMS) team have recently started their new Recyclable Waste Collection Service:

    Glass, plastic and cans

    Glass, plastic and cans disposed of in the recyclable waste side of the Olympic Bins (the side that reads ‘Altogether We Recycle’), located across the Island, are collected and delivered to the Public Recycling Facility at Horse Point Landfill Site (HPLS).

    Glass is crushed on-site by Chris Bargo from CNSKB, a private sector partner of WMS.  Plastic is stock-piled at HPLS and provided to SHAPE who have started a plastic recycling programme.

    CNSKB would also like to recycle cans, which can be compacted/baled and exported as recyclable waste.

    Environmental Risk Manager, Mike Durnford, commented:

    Recycling is the optimum solution for St Helena to efficiently manage its waste. The more waste we recycle, the longer HPLS will last (currently estimated to be 10 years) as landfilling is reduced. I encourage the public to recycle as much glass, plastic and cans as possible when disposing of litter into the Olympic Bins, ensuring these are correctly disposed of into the recyclable side of the bin.”

    Enterprise St Helena has funded a further 30 multi-purpose Olympic Bins and WMS will place more of these bins across the Island including at bus shelters and recreational areas once received. Larger quantities of glass, plastic and can wastes can be recycled by disposing of in red wheelie bins for glass, blue wheelie bins for cans and light grey wheelie bins for plastics. These wheelie bins are located at bars and community centres around the Island and now located along the Jamestown Wharf and seafront area (as mini recycling hubs). The public can also dispose of these recyclable wastes directly into the Public Recycling Facility at HPLS (the site is open 24/7).

    Organic (food) waste

    The new service will also collect organic (food) waste from business and residents who join a new composting scheme. This scheme is designed to reuse valuable food waste which is unnecessarily landfilled and instead transform it into compost for the benefit of conservation projects such as at the Millennium Forest. Businesses and residents who wish to donate their food waste for composting can join the scheme by contacting Environmental Risk Manager, Mike Durnford, on tel: 24724 or email: mike.durnford@sainthelena.gov.sh.

    Participants will receive a 25-litre kitchen caddy to store their food waste in prior to weekly collection (or more frequent depending on the volume of food waste to be collected). Collection will involve exchanging filled caddies for an empty and clean caddy for immediate reuse. The food waste will be composted at the Millennium Forest.

    Saint Helena National Trust (SHNT) Head of Conservation (Terrestrial), Amy-Jayne Dutton, said:

    “We are very happy to be supporting efforts to reduce waste going to the landfill site. Composting will benefit conservation efforts like the Millennium Forest.”

    Environmental Risk Manager, Mike Durnford, added:

    This is an exciting new scheme being delivered by WMS and SHNT. I especially encourage those businesses who produce a high volume of food waste to participate, but the scheme is inclusive, therefore open to all and is free.”

  • ROAD CLOSURES – WHITE GATE TO WATER COURSE ROAD & WATER COURSE JUNCTION TO LEMON TREE GUT JUNCTION

    The following is a Public Announcement from the Infrastructure & Transport Directorate:

    The Highways Authority has given approval for the road from White Gate to Water Course Road to be closed from 9am to 3pm on Monday, 13 May, Tuesday, 14 May, and Wednesday, 15 May 2019.

    This closure is to allow the Roads Section to continue conducting trial mixes of alternative patching/surfacing methods for the Island’s road network.

    The road will be closed to all traffic including Emergency Services’ vehicles. The diversion route will be via Francis Plain Road towards Scott’s Mill and Red Hill Road and vice versa (see below map).

    The Highways Authority has also given approval for the road from Water Course Junction to Lemon Tree Gut Junction to be closed from 9am to 3pm on Thursday, 16 May, and Friday, 17 May 2019.

    This closure is also to allow the Roads Section to continue conducting trial mixes of alternative patching/surfacing methods for the Island’s road network.

    The road will be closed to all traffic including Emergency Services’ vehicles. The diversion route will be via Lemon tree Gut towards Sandy Bay Ridges and Bates Branch and vice versa (see below map).

  • CORPORATE SERVICES CASTLE RECEPTION RELOCATES

    The following is a Public Announcement from Corporate Services:

    The public is advised that with effect from Monday, 6 May 2019, the Corporate Services Reception Desk at the Castle will operate from the main foyer, accessed via the steps in the Castle Courtyard near the Archives. The Reception Desk can be contacted on tele: 22470 and will be open from 8.30am to 4pm Mondays – Fridays.

    All visitors to the Castle will be required to report to the reception area in the main foyer. Appropriate signage will be in place. The Receptionist will contact the staff member being visited (or where applicable their Personal Assistant), who will then meet and escort the visitor from the main foyer area to the relevant office.

    Family and friends wishing to see a staff member will need to ask the Receptionist to contact them before being met in the main foyer area.

    Any visitors wishing to see an Elected Member will be directed to the Secretary to the Elected Members’ office.

  • HAVING TROUBLE STAYING QUIT?

    Over the last 10 months, 170 community members who smoke have come forward to get some help to quit and there is now a new set of freed ex-smokers on-Island. Quitting can be a process though and, for some people, especially if they have smoked for some time, it may take different techniques to succeed.

    The great news is that international evidence shows strongly that once someone who smokes decides fully that they want to quit, eventually they succeed. The health benefits of quitting can be seen within a short space of time. Benefits include reduced blood pressure, easier breathing and reduced chest tightness. The benefits of quitting then result in reducing your risk of serious chronic conditions and life-threatening complications from these conditions.

    There are now Smoking Cessation Clinics at two different venues on-Island. Please see attached poster for details. If you are an SHG employee you may attend your appointment during working hours.

    Quitting can be more effective with Nicotine Replacement Therapy (NRT). There are different types available and some work better for different people. If you’ve tried one and still couldn’t quit, come back and try another option. If you have the desire to quit, the Smoking Cessation Clinic staff at the Health Directorate can help you achieve this.
