  • Draft Climate Change and Waste Management Policies (Three Year Review) – Final Public Consultation

A public consultation for a draft Climate Change Policy (3 Year Review) and draft Waste Management Policy (Three Year Review) commenced in December. The public are invited to a final meeting to discuss these draft Policies which will be held today, Thursday 8 February, at Kingshurst Community Centre at 18:30.

The draft Climate Change Policy aims to reduce the quantity of greenhouse gas emissions created on Island by making better use of natural resources, reducing the risks from weather-related hazards, ensuring that the protection and enhancement of the Island’s natural and cultural heritage is at the heart of economic development, in order to maintain a good quality of life for residents now and in the future.

Environmental Risk Manager, Mike Durnford, explains:

“Whilst St Helena’s contribution to the emissions that cause climate change is insignificant from a global perspective, there are still opportunities to achieve emission reductions that will have local environmental, health and economic benefits. ”

The draft Waste Management Policy aims to develop medium to long term goals to deal with the waste that is produced on the Island, in a manner that is efficient and sustainable in order to maintain a good quality of life for residents and visitors now and in the future and bring benefit to the environment of St Helena.

    Mike further explains:

“If not properly managed waste is a problem because it, takes up valuable and limited landfill space, can cause pollution and other negative social impacts, uses up natural resources that could be used again, creates reputational impacts on eco-tourism and contributes towards Climate Change and a lasting problem for future generations.”

  • St Helena Will Welcome Speaker Of The UK House Of Commons

The Rt Hon Sir Lindsay Hoyle MP is to make the first ever visit to St Helena by a Speaker of the UK House of Commons as part of his mission to give a voice, and a platform, to the UK Overseas Territories.

During his five-day visit to the island Speaker Hoyle will address a sitting of the Legislative Council, take part in a wreath-laying ceremony, and meet a range of different groups and businesspeople to hear about some of the challenges they face.

He will also hold discussions with young people on the island in the hope of encouraging the reinstatement of a St Helena Youth Parliament.

On his visit, Sir Lindsay said:

“It is a huge honour, and in my opinion long overdue, to be the first Speaker of the House of Commons to set foot on the beautiful island of St Helena, so I am delighted to accept the Governor’s invitation to visit.”

“I look forward to hearing about the difference the international airport is making to residents and the economy, and talking to small business owners and a cross-section of the community to discover what life on the island is like.”

“As a massive animal lover, and owner of a three-stone tortoise, I am also looking forward to meeting Jonathan, St Helena’s 192-year-old equivalent.”

Several events will take place to commemorate the Speaker’s visit to the island which is situated almost 5,000 miles away from the UK. These include a tree-planting ceremony at Francis Plain with Girl Guides and Scouts.

Announcing the visit, HE Governor Nigel Phillips said:

“We are honoured to welcome Sir Lindsay Hoyle to St Helena. This is the first time a serving Speaker of the UK House of Commons has visited the Island. The visit provides an opportunity to strengthen the bonds between the UK and St Helena legislatures and discuss how St Helena is responding to the current national and global context.”

“It also allows us to showcase to Speaker Hoyle this remarkable island and its community.”

    NOTE TO EDITORS:

The Speaker will visit St Helena from 13-17 February.

Sir Lindsay Hoyle is passionate about giving the British Overseas Territories (OTs) a voice and a platform in the UK Parliament, raising the issues that affect them at every opportunity, including at meetings with UK Ministers or high-profile events.

History was made in July 2021 when Sir Lindsay hosted an inaugural virtual meeting of 10 of the OTs that have Speakers or Presiding Officers, with a gathering crossing six time zones.

The first Commons and Overseas Territories Speakers’ Conference was held in London, followed by one in Anguilla in April 2023. The next gathering is set to take place in Turks and Caicos later in 2024.

  • Shipping Services To St Helena

SHG has been made aware that the operation of an additional sea freight service to St Helena is being considered by a private shipping company, under the agency of Meihuizen International.

Last year SHG invited tenders from parties interested in providing a longer term sea freight service to the island. Following a procurement process, SHG chose to partner with MACS Maritime Carrier Shipping GmbH & Co (MACS).

  • HM Coastguard Delivers Training To The Joint Emergency Service Control Centre

Over the past week, HM Coastguard delivered maritime search and rescue refresher training to the Joint Emergency Service Control Centre (JESCC) and the Sea Rescue Service.

This training focused on providing assistance to persons in distress at sea, including the handling of distress communications, and the planning and execution of maritime searches. The training culminated in a live search and rescue exercise off Jamestown on Wednesday afternoon to put the theory and skills from the training into practise.

The training was conducted by Phil Bostock, Head of International Liaison for HM Coastguard and Operational Lead for the Overseas Territories Search and Rescue Capability Project. For some staff it was a refresher course whilst for others it covered new topics. Topics included elements on distress call management, including working with international partners and the global Search and Rescue (SAR) system, and search planning based on the International Aeronautical and Maritime Search and Rescue (IAMSAR) manual.

Phil Bostock from HM Coastguard said:

“This week has been a great opportunity to work with staff in the JESCC and the Sea Rescue Service, building on previous training delivered in 2018 and 2019. Training like this is vital to maintain technical skills required for search and rescue and to keep up with new developments. Our focus is to share our knowledge and to learn from those we work with to continually improve how we save lives at sea. I have been really impressed by the skills, professionalism and dedication to save lives by all those involved in search and rescue in St Helena.”

Sea Rescue Manager, Simon Wade said:

“It’s been great having Phil on island again. He’s conducted training with the JESCC and Sea Rescue Service staff with both looking at different elements of search and rescue. Phil was also able to give a presentation to ministers and senior management in the public service. This covered search and rescue globally and what our state requirements are as per the conventions that have been extended to St Helena, such as Safety of Life at Sea (SOLAS) and International Civil Aviation Organization (ICAO).”

“Lastly thank you to Phil and the Maritime Coastguard Agency (MCA) and Conflict, Safety and Security Fund (CSSF) for the funding to provide this crucial training to keep our skills sharp. We hope to see this type of training continue in the future.”

Phil also carried out an Annex 12 Compliance Audit with St Helena Airport on behalf of Air Safety Support International (ASSI).
