  • Cargo Clearance Procedure

The following is a Public Announcement from Port Control and HM Customs.

Port Control and HM Customs advise that with immediate effect, requests for off-loading cargo at Rupert’s should be submitted three days in advance for each voyage of the Maria Da Paz arriving at St Helena. Requests are to be made by completing and returning an application form. These can be requested by email via customs.enquiries@sainthelena.gov.sh, and available on the SHG website.

It should be noted that the default procedure is for cargo to be offloaded then transported and processed at Jamestown, so requests for use of Rupert’s will be only considered for approval on the following basis:

    • Logistical requirements and / or limitations do not permit offloading at Jamestown
    • The container does not contain consolidated cargo
    • FCL (Full Container Loads) are to be transported to another location for examinations
    • A company’s storage facility is located at Rupert’s
    • The cargo inside the container is to be used for projects taking place at Rupert’s

Requests should clearly outline if and how they meet the above criteria. A collective decision will then be made by Port Control and HM Customs and in consultation with Solomons where relevant in respect to logistics.

For further information, please contact any of the below officials:

    Harbour Master – Steve Kirk22750Steve.kirk@sainthelena.gov.sh
Head of Customs – Juliette O’Dean22287juliette.odean@sainthelena.gov.sh
    Shipping Manager – Kerry Yon22523Shipping-travelmanager@solomons.co.sh

In April, the Executive Council agreed to extend certain elements of the existing cost of living support package for a further three months. This included duty reductions on essential items, and subsidies on movements of containers between Rupert’s and Jamestown where they contained food provisions, animal feed or were reefers. The community are therefore reminded that if a request is approved for the off-loading of cargo at Rupert’s, cargo will not be eligible for the Freight Transport Subsidy. Any inconvenience caused is regretted, and the public and trading communities are thanked for their support and cooperation.

  • Provision Of Chicks For Egg Production

On Saturday 13 May 2023, ENRP received a batch of 1000 Dekalb-Amberlink breed day-old chicks. The chicks will be quarantined for a period of four weeks, in line with biosecurity requirements, before being released for sale to the public.

In line with ENRP policy for the provision of chicks for egg production, priority for purchase of the chicks will be given to commercial producers. However, the contribution to the supply of eggs by smallholders is acknowledged and a number of chicks will be allocated to these producers.

The sale of chicks will be at the price of £3.00 per chick for all producers. ENRP is absorbing much of the costs associated with the importation and quarantine of the chicks, in an attempt to keep the cost of purchasing the chicks by end users down. This is in line with the SHG Vision and Strategy to facilitate actions to improve our self-sufficiency in local fresh egg supply for the community and encourage local production so that people have access to sustainable supplies of fresh produce.

The procedure for the sale of day-old chicks has changed from the previous “first come, first served” basis. Those wishing to register interest in purchasing chicks are instead now required to complete an application form.

The use of an application form will allow applications to be assessed for the allocation of chicks and provide ENRP with information around demand. Each application form will be assessed against a criterion and orders will be fulfilled based on a points system. At this time, preference will be given to commercial producers. Where demand allows, chicks will then be allocated to smallholders.

Anyone interested in procuring chicks is nonetheless encouraged to apply. ENRP is interested to know what the demand is for chicks on the Island. Information gathered from these application forms will therefore also be used as an indication for future importation of day-old chicks.

Application forms are available from the ENRP Reception at Scotland Office, or can be requested electronically via email through rea.williams@sainthelena.gov.sh or can be downloaded here.

All completed forms must be returned to the receptionist at Scotland Office by Friday 26 May at 4pm.

Should you require any further information please contact the Livestock Services Officer, Ken Henry by telephone 24724 or via email though ken.henry@sainthelena.gov.sh.

Applicants will be notified from Thursday 1 June 2023 if they have been allocated chicks.

  • Driving Motor Vehicles On Deadwood Plain

It has been reported to the Environment, Natural Resources & Planning Portfolio (ENRP) that motor vehicles are been driven on Deadwood Plain pastureland by persons under the age of 18 years.

ENRP would like to remind the public that under St Helena law, any motor vehicle if used on a road must comply with the law and be road licensed and insured. The definition of a road in St Helena includes dirt tracks such as Flagstaff View Road through Deadwood Plain to Flagstaff. As well as the vehicle being licenced and insured, the driver must be at least 18 years of age and be in possession of a valid St Helena Drivers Licence for that class of vehicle.

ENRP would also like to remind the public that Deadwood Plain is a cattle pasture and one of the Island’s important Wirebird habitats. Therefore when driving motor vehicles on Deadwood Plain, please drive with care so as to avoid injury to livestock and Wirebirds.
