  • Minimum Wage to Increase from 1 July 2023

At a meeting of the Executive Council on 21 March 2023, an increase to the Minimum Wage of 28p per hour was approved.

This will take effect from 01 July 2023. When it does, the Minimum Wage will increase to £3.65 for persons over 18 and £2.70 for persons aged 16 or 17.

The approval of this is in line with the Minimum Wage Policy of 2021. This policy sets out the principles for establishing a longer-term path to a more ambitious Minimum Wage, benefitting workers and providing adequate time for businesses to plan and adapt. The Minimum Wage Policy is available on the SHG website at www.sainthelena.gov.sh/government/public-information/.

This year’s increase follows previous consultations between the Employment Rights Committee and employers, employees and other relevant stakeholders, such as charities and the Chamber of Commerce. These consultations informed a target Minimum Wage and proposed a timetable for achieving that target over the next 3-7 years. Additional consultation then took place in early 2023 with the Chamber of Commerce.

Although it varies for different types of people based on their circumstances, the current average Minimum Income Standard is considered to be just under £4.00 per hour. The Minimum Income Standard is the income level that allows a person reach a socially acceptable minimum standard of living. The target Minimum Wage level for 2024/25 has therefore been set at £4.00 per hour.

Although a target Minimum Wage level and timetable were published in 2021, when determining whether to increase the Minimum Wage level this year, consideration was given to the current cost of living pressures on both employees and employers. The Minimum Wage Policy recognises that there is a limit to the size of increases that businesses can absorb in a single year, whilst at the same time establishing a clear pathway for raising the minimum income level in St Helena.

Since its publication in 2013, the Minimum Wage has been raised from £2.30 to £3.65 for persons over 18, and from £1.45 to £2.70 for persons aged 16 or 17. This is equal to a 58% and 86% rise respectively.

In addition, in August 2022 a number of policy measures were announced that were intended to relieve some of the cost of living pressures being experienced due to the increased level of inflation. These are currently being reviewed to assess what impact they have had over the last nine months, with consideration being given as to whether they, or any other measures, could be effectively implemented in the next financial year to help limit the impact of ongoing inflationary pressures.

  • New Meteorological System installed at Bottom Woods Met Office

New Meteorological System installed at Bottom Woods Met Office

A team of engineers from the MET Office UK were recently on-Island installing a new meteorological system at the Met Office, Bottom Woods. This upgrade, which was announced in July 2019, replaces the outgoing Meteorological Monitoring System (MMS) to SurfaceNet, a direct replacement of MMS for Automated Land Network sites. SurfaceNet is the next generation product for collecting and processing surface-based observational meteorological data (temperatures, barometric pressures, humidity, wind speed/direction etc) transmitted in near real-time.

The engineers, along with the support provided by the Met Station Staff, were able to successfully install and configure all the new sensors linked into the equipment within the two week timeframe the engineers had on-Island. Notably, the majority of the vast lengths of underground cabling was replaced and new remote switches were installed into the independent server, alongside a number of other activities.

Met Station Manager, Lori Bennett, commented:

It was great to meet and work directly with the engineers. To have the opportunity to finally put faces to the names we ordinarily only know through communicating via emails, was an absolute pleasure. With installations of this nature, ensuring that the logistics of all the equipment was on-Island prior to a visit would ordinarily be a challenge, however given this installation was one of the final on the engineers calendar to complete, they were very well organised. Despite a few teething problems with the networks were able to complete the work successfully and we are now fully operational on the new system.”

Senior Installation Engineer, Andy Pritchard, concluded:

“The upgrade at Bottom Woods was the culmination of the SurfaceNet project and was one of the last sites to be transitioned, the Met Office having already completed around 295 sites over the last four years in the UK and at overseas locations. The team of visiting engineers from the Systems Engineering and the Network Services Teams felt very privileged to be given the opportunity to work with the local Met Station staff. Their help and cooperation in the run up to, and whilst we were on the Island, was key in ensuring that the visit successfully resulted in a seamless transition to the new system. The team were also able to carry out other work as well, which hopefully will future proof the site should new sensors and technologies be added in the future.”

  • Fishing on Maundy Thursday

With Maundy Thursday just around the corner, many people will no doubt be preparing to spend this time fishing at various locations around the Island. The Marine Enforcement Section therefore reminds all fishers that when enjoying fishing activities, fishing regulations must be adhered to and all licence conditions complied with.

If you are a boat owner, that means you must ensure that you:

    • Have a fishing Licence and / or a valid Licence
    • Complete Fishing Log Returns at the end of the fishing trip
    • Ensure that any fish caught is in line with Minimum Size Restrictions and that the fish is not a protected species

Should you have any queries please do not hesitate to contact the Marine Enforcement Section by telephone on 25947 or by email through kelly.jonas@sainthelena.gov.sh. Alternatively, please feel free to drop in during normal working at the Port Control Office, The Wharf, Jamestown.

We wish everyone a happy, safe and successful fishing trip over the Easter weekend.
