  • Arrival of the MV Helena

    The MV Helena is scheduled to arrive at James Bay on Monday, 12December 2022, at 6.30am where she will come alongside the Jetty at Ruperts and cargo operations will commence.

    The public is therefore advised that the Jamestown Wharf and the whole of lower Ruperts, including the beach area, will be closed to the public from Monday, 12December 2022, until all cargo operations have been completed. These areas will be strictly prohibited and is limited only to those who have made prior arrangements with Port Control.

    Boat owners and operators are advised that mooring on the ‘span’ mooring rope near the landing steps at the Jamestown Wharf is prohibited for the duration of cargo operations.

    The public is thanked in advance for their patience and cooperation.

  • Cyber Security Awareness Survey launched

    Ahead of SHG’s Cyber Security Awareness Campaign being launched in January 2023, the SHG Cyber Security Team would like to gauge the current overall public awareness of cyber security on St Helena. In order to achieve this, a cyber-security awareness questionnaire has been published.

    The questionnaire can be completed in either hard copy or electronic form and is split into four sections: Internet usage, Cyber Security Threats Awareness, Cyber Security Tools and Preventative Measures Awareness, and Cyber Security Awareness Training.

    Hard copies of this questionnaire were placed in all newspapers last week and can be completed and returned to either the Post & Customer Service Centre, or directly to the Cyber Security Awareness and Training Officer, Gareth Drabble, at the Castle. Additional hard copies of the form can also be requested by contacting Gareth directly on telephone number 22816 or via email: gareth.drabble@sainthelena.gov.sh.

    To access and complete the questionnaire electronically, the following link should be used: www.surveymonkey.co.uk/r/Cyber_Security_Awareness_Survey. Alternatively, the QR Code below can be scanned with a smart phone to automatically direct you to the online form. 

    The QR code is currently available to scan at:

    • The Pharmacy at the General Hospital
    • Reception at the General Hospital
    • Outpatients at the General Hospital
    • The Public Library
    • Customs building

    This survey will close at the end of January 2023, therefore members of the public are encouraged to complete and return the questionnaire as soon as possible. The results of this survey will be used to identify the public’s knowledge gaps around cyber security and will enable the Cyber Security Team to effectively adapt the content of its Cyber Security Awareness Campaign. This should mean that the training is focused on the areas where it is most needed.

    Additionally, the results of the survey will be used as a baseline to compare and measure public awareness levels after the Cyber Security Awareness Campaign has been completed in its entirety.

    The public are thanked in advance for their participation in this extremely important project. It is another crucial piece in preparing St Helena for enhanced connectivity to the rest of the world via the Equiano cable.

  • Road Closure

    Construction of all concrete road panels on Side Path Road have been completed by the Contractor. The remaining phase of works to the historic wall will now begin.

    Therefore, as per the previous road closure, the Highways Authority has given permission for the section of Napoleon Street above the laundrette, the Brow, and Seales Corner Road up to Carnarvon Court entrance, to be reclosed from tomorrow, Thursday 8 December 2022, to Tuesday, 20 December 2022. 

    During this closure, only emergency services will be granted vehicular access.  Pedestrians will be allowed access, but are asked to be mindful of their surrounding and vigilant of work underway in this area. Appropriate signage will be in place.

    Other road users are asked to use the access from the Market Street entrance through Seales Corner.

  • Public Talk on RRS Discovery Scientific Expedition

    The Environment, Natural Resources and Planning Portfolio’s Marine Section, together with scientists from on board the RRS Discovery, will be hosting a public talk at The Museum, Jamestown from 7:00pm on Thursday 8December.

    The talk will discuss the purpose of the Blue Belt Programme expedition, research that was undertaken on board during the St Helena leg and what is hoped the results and outcomes of this research will be.   

    The talk will be led by expedition leader, Dr Paul Whomersley, a lead scientist from CEFAS (Centre for Environment, Fisheries and Aquaculture Science).

  • Closure of Vetting Certificate Office

    The Royal Saint Helena Police Service would like to advise the public that an expedited service will be offered for any Vetting Certificate applications received between Monday, 12, and Wednesday, 14 December 2022. 

    Applications for Vetting Certificates will not be processed between Monday, 19 December 2022 and Monday, 3 January 2023. 

    Electronic applications for Vetting Certificates can still be sent via email to:  vetting@sainthelena.gov.sh and these applications will be prioritised and processed in date order from Tuesday, 4 January 2023.

    The Royal Saint Helena Service would like to thank the public for their understanding and cooperation during this time.

  • Recreational Water activities permitted within James Bay and Ruperts Bay

    Port Control would like to advise the public that James Bay and Rupert’s Bay is now once again open to all recreational swimming and scuba diving.

    This follows the announcement on Friday, 18 November that an oil leak from the RFA Darkdale had been observed, and that sea conditions were pushing the leak toward the coast. In the interest of public safety, James Bay and Rupert’s Bay were closed to recreational water activities until further notice.

    Monitoring and assessment of the leak was conducted throughout this period, to assess whether any further action was needed. Following further assessment, authorities are satisfied that the leak has now stopped, and therefore does not pose a risk to water users.

    The public are also advised that a 1.8m to 3m meter North-Westerly swell is forecast for St Helena from Saturday, 3 December, to Tuesday, 6 December 2022. It could produce unsettled sea conditions in James and Rupert’s Bay.  Therefore the public is advised to take due care and attention when swimming in the Bays during this time.

  • Sea Conditions

    The Emergency Planning Department would like to inform the public that a 1.8m to 3m meter North-Westerly swell is forecast for St Helena from tomorrow, Saturday 3 December, to Tuesday, 6 December 2022. This may result in unsettled sea conditions in James and Rupert’s Bay.

    The public is advised to take due care and attention when swimming in the Bays during this time.

    Boat owners should ensure their vessels are securely fixed to their moorings.

    To avoid damage to vehicles, drivers are also asked to take care when parking near the safety rails at the Seafront.

  • Parking in Jamestown During Festive Period

    With the festive period around the corner, it is anticipated that the volume of vehicular traffic and pedestrians will increase in Jamestown, as people get in their Christmas shopping and attend events.

    In light of previous experience at this time of year, a number of possible pinch points and obstructions have been identified. In order to alleviate these problem areas, a traffic management system will be put in place in town from Thursday 1 December 2022 until Tuesday 3 January 2023. The system will use barricades, cordon tape and other traffic signage.

    Our main aim is always public safety and the management system is designed to ensure, as much as reasonably possible, free flowing traffic and the minimisation of congestion and obstructions in town.

    What will the system look like?

    The system will aim to ensure drivers adhere to current road restrictions, such as double yellow lines, whilst helping with general traffic flow.

    No vehicles should be stopping or be at rest on the roundabout, so barricades will be placed on the side of the roundabout to prevent this from occurring.  

    With Side Path road opening, more vehicles are likely to be parking on the pavement at Napoleon Street causing pedestrians to walk on the main road, potentially placing them in danger. A traffic management system will be in place in this area. Market Street can also become quite congested, so measures will be put into place there as well. 

    All areas of Jamestown will be kept under monitor and put in place any necessary traffic management requirements to achieve our aim of public safety.

    Police Inspector Jonathan Thomas said:

    “Although the police have enforcement powers, it is hoped that these will not need to be used. Instead, with the cooperation and support of the community, using good judgment and consideration, we expect that motorists will park sensibly and not leave their vehicles in positions which will disrupt the free flow of traffic or cause unnecessary obstructions. As many will know, actions such as these create significant disruption and delay to others. With everyone’s cooperation, we will all have a safe and enjoyable festive season.”

  • Reminder on the use of SUA/Drones in St Helena

    REMINDER ON THE USE OF SUA / DRONES IN ST HELENA

    With the festive season is just around the corner, some may be receiving a Small Unmanned Aircraft (SUA) / drones as a gift, others may be planning to take footage during the holidays of the breathtaking views the island boast. As such, it is important that all SUA / drone owners and operators are aware of their legal obligations. These obligations apply to all types of SUA / drones regardless of size, weight and purpose.

    Drone checklist

    Regardless of the type of drone (toys or more sophisticated equipment) and purpose of flight, all users must ensure you:

    • Have the correct permission to fly within the area by contacting:
    • The Airport operations@sthelenaairport.aero for flight requests within Yellow and Red Zones
    • Respective Authorities and Land Owners for flights within Commercial / Operational areas, Private land etc.
    • Respect the security and privacy of others
    • Observe your drone at all times – do not let it fly out of sight
    • Do not fly your drone dangerously or near to people, wildlife or property
    • Do not fly higher than 120m (400ft) above ground level
    • Do not fly within 45m (150ft) of any person, vehicle, vessel and structure
    • Do not fly within 120m (400ft) of an open-air gathering of more than 400 persons
    • Only fly an SUA when reasonably satisfied that the flight can be made safely
    • Be aware that reckless or negligent endangerment of persons or property is an offence
    • Understand your legal responsibilities

    If your drone is being used to carry out work for valuable consideration or commercial purposes, you must apply to Air Safety Support International (ASSI) for approval to operate your drone. Failure to do so means that you could face prosecution.  Detailed information can be found at www.airsafety.aero/Aircraft/Small-Unmanned-Aircraft-(SUA).aspx.

    Drone Zones

    The Island has been divided up into three zones, each with different rules around what activity is or is not permitted. These have been colour coded to easily show where flights can be undertaken.

    Green zone – Safe Fly Zone

    Requires no prior permission to conduct flights, and allows them to be undertaken wherever and whenever desired (except in a small area around a transmission site in Blue Hill), in line with the rules outlined above. 

    Yellow zone – Restricted Fly Zone

    Permits flights to be undertaken by any drone, in line with the rules outlined above, but only with prior permission from the Airport. 

    Red zone – No Fly Zone

    Does not permit any drone flights to be undertaken at any time, except for research purposes and in emergencies (e.g. search and rescue). Permission to conduct such flights is required from the Airport before they can commence.

  • Waste Management Services – Wheelie Bin Stocks

    Waste Management Services (WMS) would like to advise the public that they have distributed their entire stock of black 240L wheelie bins to Island households and businesses.

    If you are in possession of a domestic wheelie bin that is not being used e.g. your waste is disposed of in an 1100L communal bin or you have a surplus bin(s), please contact Environmental Officer – Risk Management, Terri Clingham via telephone 24724 or email terri.clingham@sainthelena.gov.sh as these bins can be collected and utilised elsewhere within the community.

    Until WMS reclaims bins for reissue or funding is available for procurement of new stock, residents and businesses in need of wheelie bins will be responsible for procuring their own waste receptacles. These should be compatible with bin lifting equipment fitted to the refuse collection vehicles.

    Bins procured by St Helena Government (SHG) are usually obtained from British Bins (www.britishbins.co.uk), whose products have been tested on St Helena and are found to be durable and offer good value for money (see https://www.sainthelena.gov.sh/britishbins-240-ltr-specification-sheet-2/).
