Statistics Office releases data on COVID-19 Case Prevalence Rates in different countries
St Helena remains coronavirus free but the COVID-19 pandemic may continue to impact the Island for some time.
Recognising that the prevalence of the virus is changing rapidly around the world, the St Helena Government Statistics Office has today released a Bulletin which launches a new set of statistics on the different levels of COVID-19 prevalence – Red, Amber, Green, Gold.
The Statistics team will be updating and publishing these data on a regular basis.
Classification
Using a combination of reported 14-day cumulative case prevalence rates and quarantine requirements of the United Kingdom, countries have been grouped into four classes: Gold (no cases), Green (low), Amber (medium), and Red (high).
- Gold – No reported cases in last 14 days (COVID-19 free) and exempt from quarantine or self-isolation in UK travel corridor classification
- Green – Low. 14-day reported cumulative case prevalence higher than zero but less than the medium threshold and exempt from quarantine or self-isolation in UK travel corridor classification
- Amber – Medium. 14-day reported cumulative case prevalence above the medium threshold but less than the high threshold or countries who are below the medium threshold but are not exempt from UK quarantine
- Red – High. All countries with 14-day reported cumulative case prevalence above the high threshold
- Not classified – Countries with zero 14-day reported cumulative case prevalence, but who are not exempt from UK quarantine/self-isolation; countries that have not reported any cases to the World Health Organization but who are not exempt from UK quarantine/self-isolation; and Hong Kong and Macao.
Thresholds are based on the following 14-day reported cumulative case prevalence rates:
- Low: greater than 0.00%, but less than medium threshold
- Medium: greater than 0.04% (1 in 2,500, or 40 per 100,000) but less than the high threshold
- High: greater than 0.10% (1 in 1,000, or 100 per 100,000)

Annual Price Inflation Rate at 1.8%
The overall Retail Price Index was measured at 106.8 in the second quarter of 2020. This is an increase from both the rate of the first quarter of 2020 (105.9), and the second quarter of 2019 (104.9). This means that retail prices rose, on average, by 1.8% over the past year, between the second quarter of 2019 and the second quarter of 2020.
The annual price inflation rate of 1.8% is a larger increase than the rate from last quarter (Q1 2020), when the annual price inflation rate was measured at 1.7% (see Chart 1).
During Q2 2020, items that made an upward contribution towards the headline rate of 1.8% included clothing, alcohol and tobacco, and fuel and transport fares. Likewise, there were also items which made a downward contribution toward the rate, including margarine and fish prices.
As most of the goods available in retail outlets on St Helena are imported from either South Africa or the United Kingdom, St Helena’s prices are heavily influenced by price inflation in those two countries, as well as the value of the St Helena pound compared to the South African Rand, the cost of freight, and import taxes. Inflation in the UK stood at 0.5% in May 2020. In South Africa, the value of the South African Rand has steadily fallen from around 17 Rand per Pound in 2019 to around 21 at the end of May 2020.

Leisure Arrivals increase by 19% in 2019
The sixth Statistical Bulletin of 2020, issued today by the Statistics Office, illustrates trends in passenger arrivals and departures to and from St Helena, focusing on air transport since the start of the first scheduled air service in October 2017.
Arrivals by air grew by 12% in 2019 compared to the previous year, with arrivals for a leisure purpose, including tourists and St Helenians visiting family and friends, increasing by 19%. Arrivals in 2020 were also showing strong growth in January and February before the impact of the global COVID-19 pandemic on international travel in March and April. The number of tourist arrivals by air in February 2020 was 247, 30% more than February 2019 and the highest number yet recorded in one month.
The Bulletin also illustrates the effect of the recent COVID-19 pandemic – the total number of arrivals in April was just 60, down from 459 in the previous year, and there were no tourist arrivals by air at all. Arrivals by yacht in 2020 are also much lower than the same period in previous years, although some yacht arrivals have had to stay much longer than the usual average of around six days because of the closure of many yacht ports of entry around the world.

Statistics Office Releases Data on Potential Impact of COVID-19 on St Helena Community
The St Helena Statistics Office has today released a Bulletin which outlines what is known about the expected impact of the Coronavirus (COVID-19) in the event there is an outbreak on the Island.
This Bulletin provides estimates of the rates of infection and fatalities (deaths) and the statistical models available. It also discusses some of the measurement difficulties and the quality of the data available internationally. The effects of mitigation measures have been described, including those that are in place on St Helena, to prevent the virus from spreading in a community and minimising the impact on a community if transmission was to occur.
Measures such as regular hand washing, social distancing to decrease human contact, testing and isolation of confirmed cases, tracking and tracing of contacts, and quarantine of new arrivals, are all designed to reduce how the virus can spread and therefore reduce the spread of the disease or even to prevent it completely.
While data is being collected by many countries and organisations worldwide, it should be noted that due to COVID-19 being a new illness there are many potential sources of error. Additionally, because St Helena’s population is small models and estimates developed for larger countries may be less accurate when applied to smaller populations. Other factors such as demographic structure, level of pre-existing health conditions in the population and how much a country has been exposed to similar illnesses will have an effect on projected figures.
