  • Arrival Of MV Karoline

    The MV Karoline is scheduled to arrive at James Bay on Tuesday 28 January 2025 at 08:00. Weather permitting, the vessel will dock alongside Rupert’s Jetty and cargo operations will commence as soon as practicable.

    The public are therefore advised that the Port of Jamestown and whole of lower Rupert’s including the beach area, will be closed from 06:00 on Tuesday 28 January 2025, until all cargo operations are completed.

    These areas will be strictly prohibited and access will be limited to those who have made prior arrangements with St Helena Port Control.

    Boat owners and operators are advised that mooring on the ‘span’ mooring rope near the landing steps at the Jamestown Wharf is prohibited for the duration of cargo operations.

    The public are thanked in advance for their patience and co-operation.

  • Minimum Wage Consultation: What It Means For You

    The St Helena Government is currently consulting on a new minimum wage trajectory for the next three year period. This started in December with employers and continues into January 2025 with sessions planned for employees and the general public. 

    Your Role in the Consultation

    This consultation is an opportunity for your voice to be heard.  Your participation ensures the best possible evidence is provided to Ministers when taking a decision on the forward trajectory for the minimum wage.

    Clearing Up Misconceptions about Tax

    A common misunderstanding emerging is that once you have earned above the personal allowance threshold of £7,000 you then pay tax on all of your income. This is not true.  Tax is applied only to earnings above the threshold so most of your income remains yours to keep.

    Here are some facts about paying tax in St Helena:

    Do you know that for every £1 over the tax threshold of £7,000 (up to £25,000) you keep 74p? The same principle applies to earnings over £25,000, that you keep 69p for every pound above the £25,000.

    Examples.

    • For a person on the minimum wage of £150/week or £7,800/year for a 37.5 hour week this means only £800/year is liable to tax. Their pay for the week of £150, is £146/week after tax or £7,592/year.
    • For someone on a wage of £192/week or £10,000/year this means £3,000 is liable to tax. Their pay for the week of £192, is £177/week after tax, or £9,220/year.
    • For someone on a wage of £384/week or £20,000/year this means £13,000 is liable to tax. Their pay for the week of £384, is £320/week after tax, or £16,620/year.

    Why Paying Tax Matters

    Paying tax, if you are eligible, is a social responsibility. The government, any government anywhere, needs to raise revenue to pay for the delivery of public services which we all use and includes education, health and refuse collection to name but a few.

    A Note on Penalties

    Not declaring income that is liable to tax is an offence carrying a fine. In a worst case scenario, for example by a person knowingly giving false or misleading information to the tax office and not paying the correct tax, the fine could be as high as up to 75% of the tax shortfall in addition to the amount that should have been paid. In less serious scenarios, this could result in a penalty equal to 20% of the tax shortfall.

    Strengthening Tax Compliance

    SHG is working to strengthen its tax compliance function and the team will be focussing on ensuring that those businesses and individuals who should be paying tax are doing so, creating a fairer, more robust system, which will go some way in helping improve public services for the benefit of all.

  • Caution: Exposed Piping on Beach

    Recent sea conditions have exposed the undersea fibre optic cable pipework which lands at Rupert’s Beach.

    The cable itself is undamaged. However, a small amount of the protective housing encasing it remains exposed on the beach, with some of the casing in the waters leading away from the beach detached from the seabed and exposed.

    Following a risk assessment, authorities are satisfied that the general public pose little risk to the piping and, with suitable precautions observed, the piping poses little risk to the public.

    Whilst it is expected that the regular movement of sand at the beach is likely to naturally rebury the piping in time, the public are advised to take caution when on Rupert’s Beach or when swimming in Rupert’s Bay.

    Beach users

    There is no risk of electric shock or electric exposure, but the piping does have metal bolts and joins which could cause injury, so members of the public should be mindful when near it. Much like beach rocks, it could pose a trip hazard or a risk of injury were someone to fall onto it.

    Swimmers

    Members of the public are also advised to avoid swimming near the areas of exposed piping in the water. Whilst it may not look dangerous, swell and waves can quickly drag or push you into the piping, which could then result in injury.

    Boat operators

    As anchoring could pose a risk to the underwater piping, boat operators are advised that no anchoring is permitted inside of Rupert’s Bay between the end of the Jetty and Birddown. Outside of this area, anchoring should be avoided within 100m either side of the piping.

  • Weather Warning

    St Helena is continuing to experience a north-westerly swell. This has resulted in ongoing heavy sea conditions in both James and Rupert’s Bay. This weather warning has been extended until Friday, 24 January 2025.

    Boat owners are urged to ensure their vessels are securely moored during this period.

    Swimmers should exercise extreme caution when entering the water in James Bay and Rupert’s Bay.

    Vehicle owners are advised to avoid parking near the rail on the seafront and individuals are asked to use caution when in close proximity to the railings due to the potential risk of wave overspray and associated hazards.

    The Emergency Planning Department will continue to monitor the situation closely and provide further updates as needed.

  • Unlawful Deposit of Waste Material and Use of Crown Land

    The Property Service wishes to raise awareness and encourage responsible land use and waste disposal behaviour within the community. Together we can ensure St Helena is a great place to live for all.

    The Property Service has received a number of reports regarding the depositing and disposal of waste material on Crown Land that includes: refuse, excavation spoil, plant machinery, equipment and vehicles that appear to be abandoned.

    This unlawful deposit or disposal of waste not only spoil the beauty of our surroundings but has a detrimental impact on our environment and poses health and safety risks to humans and wildlife.

    Waste material should be disposed at Horse Point Landfill Site, with consideration given to recycling where appropriate, to reduce landfill.

    Any enquiries on the use of crown land, including short term use for storing private property or the deposit of material, should be made with Gina Henry, Crown Estates Officer by telephone on 22270 or via email through gina.henry@sainthelena.gov.sh .

  • Changes to Public Transport Bus Routes

    The St Helena Government (SHG) is advising changes to the public transport bus routes and times, effective immediately. These updates aim to enhance service efficiency and better meet public transportation needs.

    Key Changes:

    Route 1:

    • The 16:10 Monday-Friday journey from Jamestown to Bottom Woods will now be operated by Route 2.
    • The 16:10 Monday-Friday journey from Jamestown to White Gate will now travel via New Ground, Rosemary Plain, and Scotland before continuing to White Gate.
    • The 22:00 Friday and Saturday journey from Bottom Woods to Jamestown will now depart Bottom Woods at 21:35.
    • The 11:00 Saturday and Sunday (when the Ascension flight operates) journeys from Jamestown to the Airport will now depart the Grand Parade at 10:45.

    Route 3:

    • The 07:20 daily journey from White Gate to Jamestown will now depart at 07:10. All pickup points along the route to Jamestown will be 10 minutes earlier.
    • The 07:54 journey from Jamestown to White Wall and return on Mon – Fri will also depart 10 minutes earlier.
